Finances and the Pastoral Plan

Our mission as Church is to serve God’s people and proclaim the Gospel message of salvation so that more hearts and minds are open to receive Christ.

Each of us has a role in accomplishing this mission, and it starts in our own families and parishes. Making real the way we preach and teach the Gospel requires temporal means. We can only provide the structures that make for vibrant ministry if we have the resources to support those ministries.

We as Church are called upon to be stewards of all the gifts given to us, including our human and financial resources. As we look to the future and make decisions that will allow us to better live the Gospel mission, we must include a practical assessment of the financial status

of our Diocese and our parishes.

Accountability

As responsible caretakers of the gifts entrusted to us, we are called to be accountable for the resources used to support parish and diocesan programs alike. It is vital that we identify our greatest needs, evaluate our resources and determine how to apply them as we look to the future.

The pastoral planning process encourages all to assess all aspects of Church life including the financial position of their parish and the Diocese as a whole.

An important goal within the overall process is to create self-sustaining, fiscally responsible parishes.

Canon law mandates that each parish have a viable finance council (Canon 537). Parish Pastoral Councils and the Finance Councils are asked to work collaboratively to create a pastoral plan that is both rooted in the mission of Church and financially feasible and responsible.

Over three million dollars a year is shared with individual parishes by the Diocese to support their ministry. These subsidies are an important commitment on the part of the Bishop to support the work of special missions within our Church. These subsidies, as well as individual parish budgets, must be examined to ensure that we are using our resources prudently.

Extreme Indebtedness

Our planning will call for necessary changes, some of which may be due to serious financial considerations such as extreme indebtedness or burdensome capital expenses. It is unavoidable that decisions concerning ministry be based in part on such temporal considerations.

As Church we are not exempt from fiscal responsibility. It is our hope that together, we make decisions based on financial discipline, but always in the light of our guiding principles.

Through the Parish Pastoral Planning Process, you will have an opportunity to share your thoughts on the future of parish life including temporal issues that affect the structures of our Church. A truly prayerful and open period of consultation will allow the Bishop and all church leaders to make decisions that provide for more vibrant Catholic ministry and financial sustainability, all in the spirit of ensuring that our mission is fulfilled.

Nuestra misión como iglesia es servir al pueblo de Dios y proclamar el mensaje de salvación del evangelio para que más corazones y mentes estén abiertos a recibir a Jesucristo.

Cada uno de nosotros tiene un papel que cumplir en esta misión, y esta responsabilidad empieza en nuestras propias familias y parroquias. Vivir una realidad de acuerdo al mensaje que predicamos y enseñar el evangelio requieren recursos terrenales. Para poder proveer las estructuras que provean un ministerio dinámico necesitamos contar con los recursos para patrocinar estos ministerios.

Como iglesia estamos llamados a ser administradores de todos los regalos que se nos han dado, incluyendo nuestros recursos humanos y financieros. Conforme vemos hacia el futuro y tomamos decisiones que nos permitan vivir la misión del evangelio de una mejor manera, debemos incluir una evaluación práctica del estado financiero de nuestra diócesis y nuestras parroquias. Como guardianes íntegros de los regalos que se nos han conferido, estamos llamados a ser responsables de los recursos utilizados para sostener programas parroquiales y diocesanos. Es de vital importancia que identifiquemos nuestras necesidades primordiales, evaluemos nuestros recursos y determinemos como vamos a aplicarlos conforme vemos hacia el futuro.

El proceso de plan pastoral nos motiva a analizar todos los aspectos de la vida de iglesia incluyendo la posición financiera de cada parroquia y de la diócesis como identidad total. Una meta muy importante dentro de este proceso es crear parroquias que sean auto-suficientes y responsables fiscalmente.

La ley canónica ordena que cada parroquia tenga un consejo financiero viable (Canon 537). Los Consejos Pastorales Parroquiales y los Consejos Financieros están llamados a colaborar mutuamente para crear un plan pastoral que esté fundado en la misión de la iglesia y que también sea factible y financieramente responsable.

La diócesis comparte anualmente más de tres millones de dólares con parroquias individuales para sostener sus ministerios. Este subsidio es un compromiso importante de parte del obispo para sustentar la labor de misión especial dentro de nuestra iglesia. Estos subsidios, así como también los presupuestos individuales de cada parroquia, deben ser examinados para asegurarse de que los recursos están siendo utilizados prudentemente.

Nuestro plan pastoral va a suscitar cambios, algunos de los cuales serán ocasionados a raíz de serias consideraciones financieras como las deudas extremas o gastos pesados de capital. Es inevitable que ciertas decisiones concernientes a los ministerios sean basadas en parte en estas consideraciones terrenales. Como iglesia no estamos exentos de responsabilidad fiscal. Esperamos que unidos tomemos decisiones basadas en una disciplina financiera, pero siempre guiados a la luz de nuestros principios.

Por medio del Proceso de Plan Pastoral ustedes tendrán la oportunidad de compartir sus ideas concernientes al futuro de la vida parroquial incluyendo asuntos temporales que afectarán la estructura de nuestra iglesia. Un período de consulta abierto y lleno de oración proporcionará al Obispo y a todos los líderes de la iglesia la oportunidad de tomar decisiones que provean un ministerio católico dinámico y una estabilidad financiera, todo en el espíritu de asegurarnos que nuestra misión sea cumplida a cabalidad.
