As shepherd of his Diocese, Bishop Thomas V. Daily wrote pastoral letters to offer direction about pressing issues in the Church and society. This gave the Bishop the opportunity to address complex issues at length and to reach out not only to Catholics but also to all people of good will. The subjects of Bishop Daily's letters ranged from evangelization and vocations to the strong rejection of attacks on the dignity of human life, including abortion, racism, and capital punishment.

Bishop Daily's first pastoral letter was written on Dec. 2, 1990 and focused on the issue of racism. Later pastoral letters included:

"The Church's Response to Disabled Persons ," Nov. 3, 1991

"The Holy Eucharist ," Nov. 29, 1992
